A good user story is written from the perspective of an individual

While the writing form “As a {persona/type of user}, I want to {have X/be able to do Y/achieve Z} so that {some reason}” feels a bit artificial and constraining, I believe that a good user story captures the essence of what somebody is trying to achieve and why. A requirement for this understanding is to see things from their perspective.

You need to look at the problem from their point of view, experience what they’re trying to do, and try to imagine their constraints. This is why, to get you into that state of mind, User stories should describe the user or persona before anything else.
